All applicants must be pre-approved by the state.  Michigan's Department of Licensing and Regulatory Affairs (LARA) recently created guidelines for those that wish to apply for a license.

Additionally, the City of Owosso has created its own set of guidelines for where retail establishments may be located.  Among them, establishments must not be located within 200 feet of school property.
